Recharter is ...  

  • Annual commitment of a Chartered Organization to continue owning and operating a specific Scouting unit
  • Annual renewal of individual memberships of a unit's youth and adult members
  • Annual authorization from BSA for a Chartered Organization to use a BSA program to serve youth

Steps to Renew Your Unit for 2022

  • Meet with your Chartered Organization to confirm their continued support. This meeting is especially important in these times, to reassure them that Scouting is continuing, safely. Obtain signatures on the Annual Unit Charter Agreement and return that form to Green Mountain Council.
  • Select a Unit Recharter Processor who will access the online recharter system.
  • Confirm that all of your adults have current Youth Protection Training. They cannot register without it. Because there may be delays between submitting the charter and it actually posting to the national database, anyone expiring before February 28, 2022, should retake it now.
  • All registered adults must have the current Criminal Background Check (CBC) Authorization form on file. The recharter system will indicate when this form is needed. It can be found as the last pages of the Adult Application. Wet signature required.
  • Leader positions and contact information should be verified. Especially check to be sure all email addresses are accurate. Positions can be changed within recharter, but edits to personal information must be made through my.scouting.
  • Payment, which includes both BSA membership and the Green Mountain Council Program Fee, may be made online with credit card (3% processing fee) or e-check ($1 fee), or paid directly to Council. Recharter is not complete until payment is made.
  • Once submitted, the Key 3 and Key 3 Delegates will receive an email (from Adobe Sign) requesting a digital signature. If necessary, the CC, UL and Key 3 Delegate may sign on behalf of the COR.

Unit Recharter Processor Access to Internet Rechartering
  • The recharter portal opened October 15.
  • The Unit Processor must be registered in the unit as Cubmaster, Scoutmaster, Committee Chair, Chartered Organization Representative, or Key 3 Delegate.*
  • Log into advancements.scouting.org using your my.scouting or Scoutbook user name and password. Select "Recharter" from the leftside menu.
  • Immediately review the adults on your roster. Any red circles in the YPT or CBC columns should be addressed as soon as possible. Online recharter may be submitted without resolving these, but the unit will not be posted until completion is recorded by Council.
  • NEW THIS YEAR: Signed CBC forms, YPT certificates, and membership applications may all be submitted by uploading these documents during renewal processing.
  • While this new site is very intuitive, if you need help there are excellent resources to guide you. See them listed below. As always, your District and Council Commissioners stand ready to assist.

After Submitting Unit Renewal

  • Be sure the signed Unit Charter Agreement is filed with Council.
  • Turn in your unit's Journey to Excellence Scorecard (available below) to Council. The JTE standards represent a vision of good Scouting. The scorecard will reveal those areas that need improvement, and can be an excellent tool when developing the unit's program plan. Turning your scorecard in to Council, regardless of the total score, provides needed data on unit health.

  • 2022 Order of the Arrow membership fees are due. Units or individuals may renew HERE.

* Key 3 unit leaders may designate another unit leader as a Key 3 Delegate at my.scouting. Select your unit, Organization Manager, then Position Manager, open the Functional Roles tab, select that position and add a member from the drop-down menu. Allow up to 72 hours for this to take effect.
