Recharter is ...

The annual membership renewal of a unit's youth and adult leaders

Steps to Renew Your Unit for 2023 - DUE December 15

  • Select a Unit Recharter Processor who will access the online recharter system.
  • Confirm that all of your adults have current Youth Protection Training.
You will not be able to submit your roster with any expired YPTs, or any expiring before January 1. Because there may be delays between submitting the charter and it actually posting to the national database, anyone expiring before March 1, 2023, should renew now to avoid posting delays.
  • All registered adults must have the current Criminal Background Check (CBC) Authorization form on file. If it is not, the recharter roster will highlight that absence. The form can be found as the last page (6) of the Adult Application. Wet signature required. It may be uploaded with your roster at submission, or sent to Council separately.
  • Leader positions* and contact information should be verified. Especially check to be sure all email addresses are accurate. Positions can be changed within Internet Recharter, but edits to personal information must be made through my.scouting.
  • The payment shown, which includes BSA membership, Council program fee, and Scout Life subscriptions, may be made online with credit card (3% processing fee) or e-check ($1 fee),** or paid directly to Council. Recharter cannot be posted until payment is made.
  • Once submitted, the Key 3 and Key 3 Delegates will receive an email from Adobe Sign requesting a digital signature. While signature of the COR is preferred, if necessary the Committee Chair, Unit Leader, and Key 3 Delegate may sign on behalf of the COR or COR delegate. It would be wise to confirm in advance who is to sign for your unit.
---------------
* Minimum unit leader requirements are an institution head, a chartered organization representative, a committee chair, two committee members (or one committee member and one new member coordinator or Pack trainer for Packs), and a unit leader. All of these positions must be filled by individuals who are at least 21 years old. Packs are also required to have at least one den leader who may be a den leader for any of the Cub Scout ranks. The COR is the only person who can serve in more than one position in the same unit.

** When selecting ACH payment, your Processor will receive an email from WePay within 1 hour of Submitting. Keep this email to use later. Within 1-3 days, two micro deposits will be made to your bank account. Enter those deposit amounts into the WePay email to confirm your bank account.

*** Key 3 unit leaders may designate another unit leader as a Key 3 Delegate at my.scouting. Select your unit, Organization Manager, then Position Manager, open the Functional Roles tab, select that position and add a member from the drop-down menu of current leaders. Similarly, the COR may assign any current leader to be a COR Delegate. Allow up to 72 hours for this to take effect.

Unit Recharter Processor: Getting Started
  • The Unit Processor must be registered in the unit as one of the Key leaders: Cubmaster/Scoutmaster, Committee Chair, Chartered Organization Representative, COR Delegate, or Key 3 Delegate.***
  • Log into advancements.scouting.org using your my.scouting/Scoutbook user name and password. Check to see that the unit you wish to recharter is selected in the "Currently viewing" box in the upper right. Select "Recharter," the left-side bottom icon. Note that you will need to pull out your screen or go into full screen mode to see the entire page.
  • At the prompt to Select Term, "12 months" is the correct answer.
  • Immediately review the adults on your roster. Any red circles in the YPT or CBC columns should be addressed as soon as possible. You will not be able to complete recharter until these are resolved.
  • You can come and go from this site, and your changes will be saved. Be sure to Refresh the roster when you return, to pick up any newly completed YPTs or new members.
  • While this site is very intuitive, if you need help there are excellent resources to guide you. See them listed below. As always, your District and Council Commissioners stand ready to assist.

After Submitting Unit Renewal

Picture
  • Review your unit's 2022 Journey to Excellence and submit the scorecard (available below) to Council. The JTE standards are designed to encourage and reward the success of units. They represent a vision of good Scouting, and have been written as activities the unit will do during the year. Completing the scorecard at year-end will reveal those areas that need improvement, and can be an excellent tool when developing the unit's annual program plan. Turning your scorecard in to Council, regardless of the total score, provides needed data on unit health.
Order Bronze, Silver, or Gold JTE recognition patches from the GMC ScoutShop as early as possible to avoid inventory shortages. Your unit may decide to award these to leaders, youth, or both.
  • Remind your Order of the Arrow members that their 2023 membership fees are due.
  • This year, obtaining signed Chartered Organization Agreements has been assigned to Council Staff.

What Happens Next?

  • After your unit's membership is Submitted through Internet Recharter and payment is complete (by December 15), your roster enters a queue for review and posting.
  • If you renew with less than 5 youth, or with exactly the same number of members as last year, your recharter cannot move forward without Scout Executive approval. He may request more information, including a unit growth plan, from your leadership.
  • Your unit expires December 31. Although there is a 60-day grace period to recharter before the unit and its members are removed from National rosters and Scoutbook, an expired unit cannot record advancements, add new members, or participate in Scouting activities. RENEW EARLY!
